Albert Ray Ephraim: A Legacy of Service and Leadership
Born and raised in Franklin, Texas, Albert Ray Ephraim exemplified dedication, service, and leadership throughout his extraordinary career. A proud 1966 graduate of Morgan High School, Ephraim’s journey of service began shortly after graduation when he enlisted in the military as a trained combat medic. His commitment to his country spanned three years, earning him an honorable discharge in June 1969.
Following his military service, Ephraim pursued higher education at Texas Southern University, where he graduated in 1973 with a major in Biology and a minor in Chemistry. His passion for knowledge led him to a teaching career with Houston ISD, where he spent five years inspiring students as a biology teacher.
Ephraim’s dedication to public service extended beyond the classroom. He joined the Houston Police Department (HPD), starting as a patrolman before advancing through various specialized divisions. His notable roles included service in the Juvenile Division, the Criminal Intelligence Division, and Internal Affairs. Rising through the ranks, he earned the position of sergeant and took on significant responsibilities, including supervising the Security Detail for the Mayor of Houston in the Office of the Chief of Police. He later returned to the Criminal Intelligence Division to oversee the Technical Surveillance Unit.
Throughout his distinguished 27-year career in law enforcement, Ephraim also worked with the United States Secret Service, providing security for global leaders such as President George H. W. Bush, President Nelson Mandela, and South African Anglican bishop and theologian Desmond Tutu.
With five years of dedicated teaching and nearly three decades in law enforcement, Albert Ray Ephraim’s career reflects a lifetime of service to his community, state, and country. His leadership, commitment to justice, and contributions to international security set a lasting example for future generations.
